    Trouble shifting into neutral from forward

    My 1982 25 hp merc shifts normally, then after 20 minutes it won't shift into neutral. After repeated tries, it goes into neutral but immediately revs super high, then clunks when shifting back into forward. Is this a control box problem or a clutch / transmission problem?
