    Tohatsu 2009 15 Hp 4-stroke Surging at 1/3 throttle

    I have a 2009,15 HP 4-stroke with less than 15 hours on it. When running at about 1/3 throttle, it surges unless I pull the choke out about 1/3 of the way. Runs fine at high speed and at idle with no choke on. Any help would be appreciated.
