    The 18B2 is a special motor. The same as a 9.9/15, but with larger carb and higher lift cam. A good runner. As always, run the carb dry or drain it if sitting for more than a few days.

    First see if you can free it up. Might use some marvel mystery oil in the plug holes. Odds are, since it turned freely before, the starter lock is probably jammed. Once free, you may want a new water...

    The reason that the drum and opener are independent is so that the throttle can open as the choke knob is pulled. You have it assembled incorrectly. Here is a page from the parts catalog:

    EPA-rated tanks have approximately 5 lbs relief, both for pressure and vacuum. Attwood (and possibly other) tanks that don't have a vent screw have a venting system...

    What is "expecting a gush"? If you have the pump out of the motor (but connected to the carb and inlet, and prime up, if it does not leak at the push rod, the pump is not leaking.
