    Is the tilt tube lubricated well?
    Any impediment as to linkages being worn out and dry?
    Have you tilted the motor manually yet to see if it lifts...

    Reeds could be stuck open and not causing vacuum to draw fuel in? Weird as she would not start if this was the case.
