    That motor is the same as the 20/25/28/30 blocks. How are you testing spark? Try disconnecting the black/yellow wire from the switch box.

    What year is your motor? The 9.9 was built on 2 different blocks the 10 cid block cannot be converted. If you can make the conversion I believe you also need the exhaust tuner.

    Exhaust tuner is under the powerhead. Highly doubtful 15 hp comes from carb jets alone.

    You can use the coils off of any OMC motor using the cdi ignition. The differences are usually in the connectors Amazon has cheap generic ones that may be a little better with shipping.

    Probably not. You would need both manuals to compare all the parts. The intake could be different, could be a different exhaust tuner. The timing could also be different you need to check.all parts.
