its more than likely the rear stator module,, 99% chance the C1 capacitor has failed and the SCR could be cooked,, repairable but you need skills, lot O skills. best to replace with a new CDI unit. ...

The carb butterfly position can cause issue's wth starting, these little motor just needs the right amount of fuel and spark advance to run like a champ, do you have the Tecumseh carb/engine manual?...
Tecumseh tried no less than three different needle and seat combinations for the AV 600 series engines, your situation is not uncommon, my best advice is to uprade the carb to a emissions jet type...
just do it like a gear lube, pump it in the fill hole with the grease gun wth the vent screw out. Its pretty neat, you should read up on cornehead grease... it has some amazing property's, goes in 00...

some times the little lower unit seals can be more trouble than there worth, if the seal I not to far gone I would use John Deere cornhead grease and skip the seal replacement, about 4$ a tube......
