Spray paint it over.----Looks like a backyard tell tale fitting on it too.
What is the model # of your 70 HP motor ?------I don't think the 70 HP has a spot on the side of the block to mount the pump directly over a pressure pulse port.
I could rebuild that engine from top to bottom without a glance at a manual.------On a 40 year old motor condition is everything.
The decals on the cowling are for the 1981 model year.-----Simple.------Unless this motor comes with warranty I would want to witness / do a compression test.

The 18 is the only one that would have the ring gear on the flywheel.-----So is it an FD-17 ?----If you just bought this thing the first step is to remove recoil starter.------Then remove inspection...
I did not zoom in on the picture.---Agreed it is the 18 HP model FD-17 I think.-------I do not believe it was going to fall over in that truck / trailer.
These are excellent motors ( if you can do your own repair work ) in the 62 / 63 / 64 vintage.-----It could be a 5-1/2 HP , 10 HP or 18 HP.-----The 18 HP would have 5 bolts that hold the lower unit...
They likely sorted this out 7 years ago !
No such thing as a conventional " tune up " on motors anymore.-----Electronic ignition with timing that does not go out of adjustment.----Fixed jet carburetors as well.----No valves to adjust either.
You might find a wobbler / rotor type pump in front of the propeller.----Those lower units were often filled with grease.
Told you it would be an easy fix , and post #3 hinted at that.-----Correct top coil goes to the top !!-----I guess the wires from the powerpack were switched or the coils themselves were switched (...
It should start and run ( not well ) on 1 cylinder.----Take it back to the seller !
When it left the factory it came off the side of the block.-----There was a service bulletin that came out in 1994 to move it to the top of the block.----It is interesting that there still are some...
Look for the tell tale hose coming off the TOP of the block instead of the side of the block.
Motor must be running or propeller shaft must be tuned when shifting this motor.
Have you contacted the seller to show you how to start it.-------Was there a warranty ?
Bring it over , it will be an easy fix.
