I went from a 10+ gph burn at cruise to 7.5 gph burn ( with a 5 mph increase in cruise) when I went from a 185HP 283CID Engine ( 4.6L) to a 260 HP 5.7L. Both engines carbed.

Several issues....
1) I4 engine and V6 have drastically different front end mounting schemes..
2) I4 and V6 engines have different final reduction gear requirements, i.e. can't use the same "leg"...

Right... it's a inline. Inline exhaust ports sit a small amount higher off keel than V engines, but the physics the same... bow up.... dunk exhaust especially from boat wakes.
Bow up = stern ( and engine) down. The top of the exhaust loop in the "elbow" is a specific height by design above the "waterline'" ( boat level or running) to avoid this. Bow up on beach...
Is that the only electrical connection to the alternator???? ( other than 12 v neg via case)
Make idle adjustment with the throttle cable disconnected.... then reattach cable, adjusting it so it does not disturb the idle.

If it was my boat, I'd discard the stone filter, clean out bowl, reassemble.... install the unit below before fuel pump inlet. Mount securely to a bulkhead. Be sure to use USCG approved plumbing.
