Acording to the serial number Your motor is a 1962. Reverse the
first two numbers of the serial.
The two pins are spare sheer/drive pins for the propellar.
I'm not sure about the carb...
Post the model and serial numbers and We can get the age for You.
That will be a sharp looking motor when it all cleaned and polished.

That motor needs 16to1 mix!
It has plain bronze bearings and they need oil.
The newer motors with roller bearings can survive on 50/1.
Todays oils are cleaner and don't produce carbon like...

Go to a home center like Home depot and get the blue or pink insulation board.
It's like styrofoam but it's a closed cell plastic. It won't absorb water.
