    Seems to me the bottom cylinder isn't getting fuel. Have you tried spraying gas directly through the bottom carburetor? Are the two carbs opening the same when you change throttle?

    Do a compression test first to see if it's worth fixing the electric. Then take the flywheel off and look at the points and coils. Replace spark plugs and spark plug leads.

    You'll want to look at the tops of the pistons too, good luck with those head bolts.

    If you're talking about a 1964 3hp Johnson like you posted about before, there won't be a telltale "pee stream" to show you that the water pump is working. I think there are a bunch of small holes...

    There are tiller extensions you can buy, but they tell you not to use them to go faster than trolling speed. Yes, moving the prop forward will keep the bow down more which will help you get on plane...

    Try using the closer holes and see what changes that makes in how it runs. The motor shouldn't necessarily be plumb in the water. I use the closest hole on my 14' vhull alum boat with 15hp Evinrude.

    Is your motor tilted up too high? How deep is the prop in the water and what kind of boat are you running on?

    What's wrong with the throttle adjustment? Did the cam follower not go back on properly when you rebuilt the carb? Some pictures of throttle adjustment problems might be helpful.

    Cavitation can be a problem if the prop isn't deep enough in the water, but you would know if there's a cavitation problem by the sound of it. I don't think cavitation is your problem, just look up...

    Checking spark for continuity can be a step in the process, but you need to check to see if the spark will jump a 7/16" gap to prove it's working well. A real bright white/blue lightning snap.

    Any possibility you didn't put the fuel pump together properly? There are a lot of potential things to get wrong. I had to try a second time to put my fuel pump back together last year.

    Have you had the motor cover off while it was running to check for high pressure leaks? Is it possible one or more of the fuel lines is smaller diameter than it should be?

    Good job with the recoil starter! I would still recommend getting an OMC service manual if you plan on doing your own work on your motor.
