    It requires a tachometer that gets its signal from the alternator. All, or nearly all modern outboard tachs are that way. The 200 is a 6-pulse setting.

    It probably does not need a rebore (you said the walls are smooth). Rings probably are carbon-stuck. Remove the exhaust cover and poke at the rings to confirm.

    As for the electronics, I can't vouch for them, except to say shame on anybody that would make them that can't stand voltages from normal outboards. But who knows.
