The pump has it's own harness that needs to be unplugged. Is the oil tank disconnected?

Get a different gauge and re-test your compression. Those #s are terrible.

Mercury considers anything under 120 a problem I believe. Get a different tester with a 90 degree fitting and try it again.
Are the carb kits OEM or aftermarket?
Shift cam is backwards or the Shift rod is not seated.
I am lost. You need the factory manual and do the correct testing.
Have you done a proper spark test? Spark jumps a 7/16" air gap. What is your motor doing or not doing.

Put your carb adjustments back to where they were. Carb adjustments are made with the engine running in gear and up to operating temps. You cannot set them on muffs must be done in the water.. Idle...
