1978 or 79, 75 HP chrysler specs

Hey yall was looking for someone who might know anything about this motor. Just got it attached to a 1966 Duo runabout in great condition. Motor runs great starts on first hit, had it out yesterday on the canal and ran good but at WOT was only at like 3100 rpm. Wondering if anyone knows what rpm is supposed to be at during WOT and how to fix the low rpm range? Thanks guys for the help.
 
I'd have to check the manual (Seloc) but I believe it's 4500 at WOT. I'm just dialing in my 70 hp now. I had two motors, 70 and 75, both with issues and built one good one. I took the block from the 75, had it bored 0.020 over and put in new pistons, then used the carbs, and ignition from the 70.

They can run up to 5500RPM.If your only getting 3100 Do a compression/spark test.If thats ok then you need to look at the load in the boat.The pitch on the prop.Fuel pump diaphram.Then the reeds.
