Ns30a4 30 hp outboard motor no power to the starter

I have a 2002 30hp Nissan Outboard Two-Stroke (NS30A4) with an electric start. I replaced the control box and the choke solenoid works but I cannot get power to the starter. I also replaced the starter solenoid and verified that the starter works by jumping it. The 15A fuse was blown and I replaced that as well.

Are you getting 12v to the green wire to the solenoid trigger when turning the key?
