Overheating Problem 1994 130HP Johnson

So I have had the water pumped rebuilt (twice) replaced the thermostats (twice) and still the motor is over heating. If I remove the thermostats totally and let the water run freely, there are no issues, once they are in it will run for about 10 minutes and will then over heat. Took it to my local shop and he is now removing the heads to see if there is a blockage in there that may be stopping the water flow. He also mentioned that water should be shooting out of this port near where the exhaust comes out, but when I took it out on the water yesterday (after thinking we finally had it fixed) there was no water shooting out of there.

Anyone expierenced this or have any other ideas?

The t-stat are the poppets on this engine. You have the spring on top of diaphragm cup correct and springs in proper placement ???
