power tilt up button not working

I have a 1999 90hp Johnson and the pump and motor work good on t&t but the up button on the shifter dont work , the down and trailer buttons work up and down

checked power all the way back to motor good but cant follow it through motor looks to disappear, power leaving from engine cover tilt
