Air Cleaner Joint

Can anyone tell me the purpose of the air filter joint part# 68v-14453-00-0
It is blocked off solid on the intake side and open to atmosphere on the vst side. ( it'this way from factory) In the parts schematic it doesn't show the opening in the joint.

Looks to me like it might be an air intake source for the idle speed control valve.
