88 tohatsu shooting water out of the front of the leg

So I have a 88 Tohatsu 70 hp. I just replaced the impeller because I figured it was about time. Before I replaced it water wouldn't come outa the pee hole while on a hose but would in the water. I noticed that when I took the foot off there was a rubber boot in the water pump housing that was all torn up. I happen to have a parts engine so I took that rubber boot and put it on my waterpump housing. Put the impeller on and I'm 99% sure I got it on right. Put everything back together and when I started the Engine up I had water pumping out of a hole on the front of the motor going in the direction of the transom and still no water from pee hole. I've included a pic of where the water is coming out of. Anyone have any ideas?

Is the water pipe connected top and bottom?
I got it fixed. Come to find out when I replaced the impeller the water pickup tube that's supposed to go in the top of the water pump was a little bent and when I installed the foot the tube wouldn't go into the housing. Took it all back apart and straightened the pipe, put it back together and now I'm golden
