Starter pinion gear

My starter pinion gear only goes up halfway on the flywheel. Is this normal, if not, what to do?

Does the pinion go as high as possible on the starter itself ?-----How long have you owned this motor ?

Yes it does
It was sitting for years with someone else, just started using it lately.
The starter does start the moter.

Cold compression test / 4.2024
Cyl #1. 152 psi
Cyl #2. 147 psi

Those are the correct values for that motor.-----I would say it is a " low hours " motor.-----Use a top brand oil mixed at 50:1 in your tank.
