1998 25hp Triple - not running past 2000rpm

I’m working on a 25hp 3cyl 1998. I got this thing only so that I could swap the lower unit with my 35 because I need the 35 to now be a long shaft.
Well, nothing is that simple. The 25 I want to sell won’t fully rev. Having experienced this before with my 35, it seems to have put itself in SLOW mode. I unplugged the water temp sensor and tried restarting no change. The previous owner removed the oil reservoir so that is unplugged too.

The previous owner did a bit of a hack job upgrading the engine to electric start and having just looked closely he used an original rectifier but only chose to connect the red wire only and not the purple one. Looking at my own motor and at seloc diagrams the purple goes back to ignition switch and my understanding is that it tells the rectifier when to…rectify, if you will. Anyway, here is my question: if the rectifier expects a signal from the purple and is not getting one…could that possibly be putting the outboard in safe/SLOW mode?
 
Also: Compression is “ok” at 110/115/115 and spark is jumping a nice big fat gap. Carbs were removed, taken apart and soaked for 48hrs before being sprayed then thoroughly dried with compressed air.

No as the purple just turn it on and off
