1990 Force 120hp doesn't fire up

So I replaced the stator from CDI, trigger same, got a newer flywheel, it wasn't getting spark on 3 and 4 before. So after that there is spark on all 4, I checked DVA on the stator 1-2 and 3-4 360ohms and 200V per their specs. I get spark at the wires, trigger gets 1.2V between 1-2, 2-3 and 3-4 so all good there. The carbs are rebuilt I get fuels to them but the priming bulb is sometime not firm even though it is new. There is gas on the top also, pulled off the hose going top and I get gas when cranking. I cannot get it to fire up. Just cranks and no explosion to get it started. I did remove the br/yel stop wires to make sure. I have 130x2 and 125x2 compressions. Need some advice. Thanks
 
Batteries are new there are 2 fully charged it's a dual 120 the other engine has 2 seperate ones and starts right up
Forgot to mention cranking timing is at 28BTDC with bypass in switch and in gear at wot. This is crazy. Feels like there is an alarm on it hahaha.
 
Weird I took out the plugs for 1 hour put them back and it started in 3 cyls right away. I didn't put the 4th. That took me by surprise zi tried to start all day. Maybe it was flooded. Yesterday I had to adjust the lower carb it was overflowing and because it didn't start gas was running down everywhere including by tye drive. I fixed the floats and now it's tight. But it wasn't starying earlier.
 
So the motor is not starting again. I do suspect it is afuel issue. The carbs on this motor are from different sets. The bottom is original TC-107A- 934 664061-2
but the matching top one broke one of the tabs that was holding the float and I could not find a TC-106A-944 589061-3 so I had to buy a different one that hhasthe numbers 589061-1 instead. Also the air mix screw is up front on the top one and very long as opposed to the original one that has it on the side.
I swapped both carb sets from the second motor to the one not starting and I will see tomorrow. Maybe that os the issue.
 
Ok so I switched the carbs from one motor to the other as a pair and now they both start and hold idle. I have to take it to a lake and adjust the mixture. That was weird. I mean there should not be other issues it's all new now.
Wanted to double check on a 1990 120HP type B timing is 28BTDC right? In the book it says 30BTDC(28BTDC with *) and it says Prestolite in explanation
For the mix adjustment I was told to put the screws at 1.5 and turn clockwise until it bogs down then turn half turn anticlock.
And the idle in the water in gear forgot where (750)?
