    221 liberator 454 king cobra speed issue

    i have a 221 liberator with 45 i have a 221 liberator with 454 king cobra with 90 hrs on it my prop pitch is 14x21 and the top speed with 4800 rpm is 43 mph gps people have told me i should be getting 55-60mph what should i do ?
