the ground is the wire closer to the edge of the unit...the wire in the middle is the sender wire..the tank don't need a ground...you should read continuity from the black wire to ground...measure from it to any known ground on the boat...the block on the motor is ground for example..
best money i ever spent on maintenance...stock watering tank with a drain plug...about 120 bucks including shipment from amazon...its oblong so you can trim motor in and out of it...check dimensions to make sure your motor will fit......

the way it works is this...you have 12v on one side of the gauge..the sendor consists of a resistor that one side is connected to ground and the other to the gauge...as the fuel goes down in the tank the resistor has more resistance and the gauge move lower...
