    About to add a small outboard to my waverunner s4 kayak

    I'm in Hawaii and apparently "all recreational use" boats are required to have an "exhaust muffler." I don't know if that is something that normally comes on all outboards (@3.5hp) or if it is something I need to buy separately of if it is something that has nothing to do with outboard motors...
