    fuel pumps wont turn on

    Ok, so heres my headache, 1995 Omc Cobra 5.0L. Wont start b/c it wont send power to relay, when I voltage test the leads is where it geta strange. I am getting the correct 12 volts from the circuit breaker and 12 volts from the ignition switch. But.... on my "ground" my meter is reading 8.5...
