    1999 70 hp 4 stroke will not run

    It will start and shut right off and then it sounds like air be sucked in behind the front on the engine. I know it has fuel to the injectors and has power to the spark plugs.

    I have installed a new fuel pump and can not get it to pump. I know it has fuel to it and the lines are not clogged but it is not pumping any fuel. I can here it running. Just can not get it to pump.
