I'd go with the 24:1 even with a modern (conventional) oil, modern metallurgy vs. 1963
Timing base was sticking, cleaned and regreased plate to followers and contact surfaces.
Changed upper crank seal while flywheel

don't forget to reduce overall timing by 4 degrees using this method, idle timing takes care of itself..
