The 283 is a small journal engine. It did however, use the F/T pistons.
And yes..... the valve seats will require replacement.
If shift rod height is incorrect it will do that....
when i swapped lower units, cables worked, ok, did have clicking going into reverse and some times had to try several times to get it in gear, but adjusted
Bad cable/s, bad starter(dragging) bad solenoid(high internal resistance) battery problems......its not turning fast enough to generate spark.
It may have snapped a shift cable from control box
