The needle valve could be stuck?
Dirt in the needle?
Is it running and gas coming out?

Personally, what I would do is temporarily T a fuel pressure gauge into the line between the fuel pump and carburetor to monitor the pressure as it runs
Something other i should check on the motor?
I changed out the gearoil and lubed the prop bolt with marinegrease.
