The only reason it would spit back out the carb is a reed issue you need to look close at the reeds and replace the defective one/s.
It is supposed to say "revved" higher, not "fever."
It could be a seized upper gearbox/bearing as well if you cannot get it to turn over with a socket. Year and model#s
