Fixed. Saw a video on replacing rope where they wound the spring/recoil up tight then held it there and installed the rope. This solved my issue although

Shoot sorry wrong picture the piston is now flipped from what is in the photo. The two ports shown are now on the bottom lining up with the bottom two.

think you are on the right path...I would suspect the input shaft is hung on the damper plate (or coupler) which is bolted to the flywheel.
