Has to have the weight of the engine on it to go down. Study the hydraulic circuits, and you will see there is no pressurized oil path to move the rams
Pull the trim motor and see if it reverses rotation?

I'm with btravelin2, massive corrosion issues scare me. That aside, these engines could be maintained for a long time. Hard to say whats the best option
