Below is a pic of the gear lube. I'm not an expert but that does not look good to me. We put new lube in it last year when we took it out of storage.

I have the same outboard, from what my local shop was able to tell me there is none. its odd for sure. May i ask what your fuel consumption is like.
All back together, able to shift into forward and reverse. Water test this weekend. Thanks for all the help!
