Have 200 Mercury that runs only at 2500 RPM and Horn quit Working

Just got the boat out of stor

Just got the boat out of storage and it started fine but I noticed the annunciator did not come on when the key was turned. Second Problem is the motor in gear will not go above 2500RPM????? HElp
 
I have a 98 200EFI Merc that

I have a 98 200EFI Merc that seem to smoke a lot can anyone tell me how to check the oil flow form the oil pump and what the flow should be
