because it's real sensitive.

" I have a 1987 35hp Force outboard that's throttle will not open while in neutral. I think that's why the silly thing won't start. There is also some sort of adjustment on my throttle control, it's a knob like thing that spins both ways. It sits to the left of my emergency cut off button. What does that do? Does it have anything to do with my engine not running? Please advise.
