"When I pull the cord on the motor, gas comes out the drain/overflow tube. Have had the carb taken apart and carefull disassembled and cleaned and blown out. Motor seems to flood and eventually will start but will only run with half choke.
Fuel pump appeared to have no diaphragm leak. Have been over all the parts and am mystified. Spark is there but I don't have a way to measure how strong. Help."
 
Float is what I think also but

Float is what I think also but I have eyeballed it and the no-hinge end of float is just slightly above above level when viewed from the side with bowl upside down. Should I go more towards level and just how critical is this adjustment?

I notice that the needle valve

I notice that the needle valve on the float has a little springy plunger on it that delays float action on the valve. What's the function of this spring action thing? I have never seen it before but I figure if Honda engineers did it there is a good reason. I have yet to do the adjustment you recommend. Thanks
