" I inhereted a 1996 boat w/Volvo 4 cyl i/o.
Took boat out, 1/4 mi. away from dock boat started to smoke heavily and temp gauge starts to soar. Shut down motor and got towed back to dock. Looked at motor and found one belt sheared away from block (power steering pump)I know this probably is not the problem. Need to know if impeller (not sure where it's located)is the problem, or why this thing is overheating. "

I would replace

I would replace the thermostat at this point for good practice. You can also check for water discharge in your exaust. What color is the exaust smoke? Black, light blue or white disapating rapidly? I think the smoke, temperature, and sheared bolt are independant problems occurring simultaniously. A long period of inactivity could account for these things.
