Cobra 400 Milky outdrive oil

Whelp last season I didn't

Whelp last season I didn't have this problem but this season it seems I've gotten the problem. Before going out I'll normally check all the fluids since I'm paranoid. Checking the level of oil on my out drive I noticed it was foamy. I drained some and sure enough milkshake. I checked the manual for possible seals to replace and my thinking is the prop seals gave but it doesn't really give me straight forward propshaft seal replacement. So....
1) Am I right in thinking this is the possible location of water ingestion?
2) Are there other locations
3) Do I really need an entire lower unit seal kit?

I would pull the boat and drain the cruddy oil.
Refill and see if there is obvious leakage at propshaft.
Best idea is probably have it pressure tested at a shop, this will quickly determine location of leak, if any.
There are other water entry points, could be any one of them. Even simple things like o-rings on drain plugs.
I wouldn't run off and buy an entire seal kit until you know the problem for sure."
