Mounted a used 95 70hp 2 strok

Mounted a used 95 70hp 2 stroke on boat with a Digital tach (oil and trim display) plug it into motor wiring harness but it will not power up matched wiring color to color
 
that is part of the problem 12

that is part of the problem 12v on which wire? I have 12v for the back light but which wires are ment to be hot in the on position
