I have a 21 foot Cabin cruiser

I have a 21 foot Cabin cruiser 1988 Carver Montego with a single 4 Cylinder 3.7LX 180 HP Motor. Is this a big enough engine to move this boat at about 30 MPH? I had 4 guys on it and it bogs out. Previous owner said he had it up to 33 MPH before.
