57 mercruiser will not run upto full rpm

Looking to see if anyone has a

Looking to see if anyone has any ideas about my problem. The boat is a 1997 Bayliner with a 5.7 ltr mercruiser alpha 1. The boat was winterized by the dealer. When I put her in the water and ran her at full throttle she would only develope 2900 rpm. Afriend said it sounded like water in the fuel. I put stabilizer in it and changed the fuel water filter and ran her again and this time the engine ran upto 3200 to 3400 rpm but with some surging. Anyone have any thoughts?
