"I have a Bravo III outdrive. the trim goes up with no problem. it goes down only with considerable power in forward. put fluid in, made no difference. Is there a bleed off screw somewhere?"

The system is supposedly self-bleeding.
You may want to pull one of the down hoses at the splitter block on the bottom of the transom assembly, and see if it pumps any fluid from that connection.
