I recently purchased this moto

I recently purchased this motor and it has been sitting for approx 1 year. I fogged each cyl. I noticed the oil tank on motor is empty. There is oil in large tank located under transom.
Question: Should I fill the motor mounted tank before initial start up or will it be filled by reserve tank?

"Brian, I also own a 1989 Yamaha 115. What should happen is when you turn on the key the oil system should recognize that the upper tank is empty and pump from the lower tank to fill it.
That is assuming that all sensors are working correctly. Do you have a tach with the displays of the oil status? This may tell what is going on with the oil system. You can also fill the tank manually with a small switch located on the small cowling tank. Fill the lower tank and apply power to the motor and toggle the switch and see if the oil system will pump oil to small tank."
