help I have replaced water pum

help I have replaced water pump rebuild kit seperated upper and lower units replaced seals.
I'm not getting raw water into thermostat housing.I can run water with a water hose
to check water path they seem clear.posable problem getting water to raw water pump?
 
How about the power steering c

How about the power steering cooler and/or the oil cooler (not sure if you have both) either one could be causing a restriction on the input to the t-stat.
