1987 23 omc reverse

just bought an 87 starline wit

just bought an 87 starline with the 2.3 omc i/o motor. will not engage in reverse. when put in reverse out of water with engine off prop doesnt spin...any help please

"ok tried adjusting. got to engage in reverse. will not engage in forward gear and visa versa. pulled cable off shifter asembly, kinda stiff when shifting by hand but will go in both forward and reverse. sound like a shifter cable replacement? new to this boat thing. thanks for the help"
