I HAVE TWO OF THESE ON A OLD

I HAVE TWO OF THESE ON A OLD PONTOON BOAT MY DAD
GAVE ME THEY ARE IN GREAT CONDITION BUT ONE HAS
WATER GETTING IN THE LOWER GEAR OIL I HAVE CHANGED
IT EVERYTIME I GO OUT ON IT BUT I GET WATER IN IT
IT LOOKS LIKE THERE IS A LOWER SEAL THAT COULD BE CHANGE AND I'm A GOOD MECHANIC IS IT HARD TO DO AND ARE THESE ENGINES THE SAME AS A 25HP EVINRUDE
MY DAD BOUGHT THESE IN THE EARLY 80's ANY HELP WOULD BE GREAT

" Rick... You don't say what year that engine is but no matter. The 28hp resembles the 25hp as does it resemble the 33hp and some of the 40hp models..... but it is not identical to any of them.

Drain the gearcase, then apply 7 to 12 poubds of pressurized air to either the drain or oil level screw hole. That should allow you to hear and/or see where the leak is.
