" I had the same problem with my '74 Slickcraft with an OMC Sterndrive. I replaced the tilt motor and it has worked fine ever since. As long as the relays are clicking my guess would be the tilt motor. The blue/green wires connecting to the tilt motor power the motor up/down and it gets ground from the housing. You could try connecting the postive terminal of the battery to one of the leads of the motor and if that doesn't do it, it's definately bad. Also I found that trying to rebuild the motor myself was a lost cause. Good Luck. "
