" Fuel leak at air/fuel ratio adjusting screw area. What would cause the leak? Is there a rubber 0-ring on adjusting screw or is the carb float set too high, or other reason? "

I think you must have a flooding problem in the carb, but it may be possible that the screw is simply backed out too far.
