2003 hp merc hard to start

Either the carb is not

Either the carb is not adjusted properly or the choke is not working properly. I guess there could be some debris in the carb also, but it doesn't seem likely with a brand new engine.

Try adjusting the idle mixture screw on the front of the carb, just above the bore. Seat the screw lightly (count the number of turns so that you can return to the original position) and then back it out 1 1/2 turns. You might find that it idles better if you lean it a little (maybe as much as a half turn) by turning the screw clockwise, but that may not be nesessary.

After about 3 weeks I threw the manual away,
the motor starts FIRST PULL if I leave the idle speed at low, pull the primer twice-- and leave it in the IN position, then set idle speed to fast.
