Shift rod adjustment on Johnson 70hp 1990

" I dropped the lower unit to change the impeller. I then thought it would be wise to change the shift rod o-ring seal, at the gearcase. When I unscrewed the shift rod I noticed that only 4 turns of the coil were engaged (there seem to be 10-12). Is this part of the shift linkage adjustment, or should it be screwed fully down? Is there supposed to be a lock nut, that uses that extra 6-8 thread coils?

I'm sorry, I don't quite understand. Could I guess that it is the dimension (in inches) between the top of the cover where it is going into the gearcase, and center of the hole in the top end, when gear is in neutral?
