MOTOR RUNS GREAT BUT STEERING

MOTOR RUNS GREAT BUT STEERING IS LOCKED UP. I REPLACED THE STEERING CABLE BUT IT STILL WILL NOT FREE UP THE STEERING. CAN ANYONE HELP ME WITH WHAT IT COULD BE OR WHAT TO DO?

I have the same engine and outdrive and my steering is tight also. Although I have not messed with it I do know that there is a gear that you can see when the outdrive is up and I would make sure this is not stuck
